Why don't I have the app and features in settings?

I have a Windows 11 and I'm trying to change the app recommendation setting but I don't know how because I don't have app and features.

    total av its seems to block every thing not just ads

    you have to switch out of S mode. open the app and when you get the message that it can't be downloaded, click to switch out of S mode
