In previous versions of windows 11 and windows 10, I was able to access the devices and printers options from control panel instead of settings. Now the devices and printers from control panel opens the settings, which lack some options, especially the option to turn on or off handsfree telephony for Bluetooth devices. Is there anyway to access this option in windows 11 22h2?

In Windows 11 22H2 and higher, the old Devices and Printers interface can still be accessed by running the following command from the Run dialog.
For other methods to open the classic Devices and Printers applet, see:
Optionally, you can add "Devices and Printers (Classic)" to the Control Panel.
Download devices-and-printers-classic-cpl.reg and apply the REG file.
You'll see the following option in the Control Panel.

In addition to Ramesh's post, you can add "Devices and Printers" to the navigation pane of File Explorer below to help make it easy to access as needed.
From an Administrator standpoint, the interface is ridiculous. The Wizard, AI or whatever you want to call it doesn't allow proper setup for domain joined computers. I just want to add a printer by IP address and maybe give it a name on the local computer. It auto-creates IPP and WSD spagetti strings that do not stick over time. That is why we install a specific way so we can troubleshoot. It hinders support because these speghetti strings instead of a port are impossible to troubleshoot. If I can ping the printes IP, I don't need all the mumbojumbo that goes along with this stupefied setup routine. Why deliver a 1/2 baked interface, when the simple one was a breeze to use. Administration of Windows 11 blows overall.
Beautiful, but you cannot add a printer from here. This is the easiest to use interface, please bring it back for Admins. It takes 3 times as long to setup and by default Win 11 queries IPP and WSD for port setups. I just want to add the printer by static IP address and move on!
The new way it is set is regressive.
