Those are two separate drivers, SATA AHCI is your storage (hard drive) driver, IRST is an enhancement you can decide if you want after reading the fact sheet here:

All those icons in the bottom right of the taskbar do not work, no response despite left clicks on those icons. These include the volume, network, clock and notifications icons. The Action Center cannot be called out as well. However, those hidden icons under the "Up Arrow" work properly.
My desktop is running on Windows 10 Home version 21H2, the latest Windows update was just run yesterday.
The followings have been tried with no improvement:
a) System File Checker - sfc /scannow
b) DISM tool - CheckHealth, ScanHealth & Restorehealth
c) Powershell command
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
d) Renaming of UsrClass.dat file
e) Restart Windows Explorer
Anything else I can do to solve the problems?

For SATA AHCI, install Intel SATA Preinstall driver (or together with Intel Rapid Storage Technology?).

Just note that the Intel Management Engine Interface #1 driver in Device Manager is newer than the Intel Management Engine Firmware found in motherboard download page. So, I skip it, right?
