Cannot Boot to Safe Mode (Even in WinRE)

I need help as soon as possible!

How it got started:

I was installing the Microsoft Hyper-V virtual network adapter in Device Manager. It took some time, but eventually it was successfully installed. Then I noticed ntoskrnl.exe CPU usage suddenly gone up. I immediately tried uninstalling the network adapter in Device Manager. But it got stuck on "Uninstalling devices". Then I tried restarting my computer with hope of helping the uninstallation process. My computer was stuck for some time while restarting until finally it got a blue screen of death. Then I tried restarting my computer and it got stuck again in Spinning Circle of Death.

Then I think of entering Safe Mode. But it was very hard. I attempted to enter WinRE mode by pressing F8 button. It was successful. But when I pressed Advanced Startup, my computer got stuck again in Spinning Circle of Death for the second time. I tried another method, which is to enable Legacy Advanced Boot Options, thru the Command Prompt feature built-in with WinRE. Unfortunately after attempting several times, I still couldn't enter the mode with F8 and Windows keep showing the normal boot options instead. Now I don't have idea how to enter Safe Mode to uninstall the problematic network adapter. So I need help from all of you to guide me on how to enter Safe Mode on boot without using Advanced Startup (because it won't work).

My computer is very important. I have so much important data and applications installed and stored inside SATA and NVMe SSDs, so I won't attempting to keep force restarting it. Force restarting it will definitely increase the chance of permanent and irreversible damage to all of my data inside my SSD. I also have an antivirus installed in my computer, which its license cannot be backup in any way, so losing access to my antivirus means I will have to buy a new license. I also need my computer tomorrow, so I really hope I can be assisted today.

In conclusion, please help me to enter Safe Mode or at least reinstalling Windows 10 without deleting programs. It was my mistake to install the wrong driver and I need to fix mybroken Windows 10 installation as soon as possible.

Unfortunately, there isn't any other way to enter safe mode.

At first, it was difficult to reinstall an OS, but nowadays, it's just a matter of few clicks!

    Seems like a reinstall is the only way

    Are you able to boot into Safe mode with command prompt?

    If yes, enter it and in the cmd, type notepad.exe. Press enter.

    Click on File > Open.

    From the dialog box that appears, copy all your files to another hard drive (as a backup).

    Then, follow the steps here:

    How to: Perform a Clean Install or Reinstall of Windows 10 - Microsoft Community

    Note: When it shows the list of partitions, select the current Windows drive and click Next.

    Say OK for any warnings.

    Thanks for the reply.

    I need to clarify some things:

    1. I have access to WinRE, but I can't enter Safe Mode thru Startup Settings because if I try to do that, I will be stuck in Spinning Circle of Death even before menu like these showing:

    1. I have tried Startup Repair, but I got something like these:

    1. Unfortunately I'm extremely dumb and decided to delete all of my restore points right before messing with Windows 10. This means I don't have any restore point to restore.

    What else I can do without losing my applications and data? I'm so afraid I have to lose and have to rebuild and reinstall my applications and data, especially my antivirus license.

    This is a moajor problem.

    So we need to reinstall the entire windows

    Step 1 download windows 10 from an other system using this link https://go.microsoft.com/fwlink/?LinkId=691209

    Step 2 follow instructions to install windows 10 in your 32gb usb.

    After it's ready advanced boot options then usb boot then follow the instructions and the reset your pc.

    This must resolve your issue.

    If u have any files better restore your system to check whether it works or not

    Hi

    If you can't even enter safe mode and WinRE, you should use another PC to make a Windows installation drive.

    You need to create a bootable Windows drive and use it to repair the PC.

    If you have another PC:

    1. Download the following tool:

    Download tool now (microsoft.com)

    1. Insert a blank USB with at least 4 to 8 GB of space in it.
    2. Run the tool and choose Create an installation medium for another PC.
    3. Select the correct USB.
    4. Let the process finish. Make sure you don't turn off the PC or remove the USB.

    When done:

    1. Insert the USB into the affected PC.
    2. Turn on the PC.
    3. Immediately, hold down F12 key. If that doesn't work, try using other keys like Esc, Del, F10 or some special key.
    4. Select the USB drive and press Enter to boot from it.

    In the Windows 10 installation environment:

    1. Click on Next.
    2. Click on Repair this computer and wait for some time.
    3. Click on Troubleshoot > Advanced Options > Startup repair.
    4. Let the repair finish. Do not interrupt it.

    If the startup repair failed:

    1. Go to Troubleshoot > Advanced Options > System Restore (this will work only if you have a system restore point)
    2. Select the latest point and restore from it.
