(1) Yes, bring back Intelpep.sys. Do the DIR to be sure it's still C:...

DEL C:\Windows\System32\drivers\intelpep.sys

REN C:\Windows\System32\drivers\intelpep.sys.bak intelpep.sys

(2) You got a different error message the first time you tried to boot after disabling signature enforcement (which BTW was temporary & just lasted for that one boot). It just said it couldn't boot after multiple attempts & never mentioned Intelpep.sys. So maybe Intelpep.sys is fine. Windows could be just struggling for a reason to give & comes up with Intelpep,sys when enforcement is on. Let's try BCDBoot again but add the Format that Megahertz mentioned in the other thread. Doing so likely will clear up that horror show going on in your <fwbootmgr>. The BCD really will be new this time.
