I think I fixed it. I went to "Apps and Features", found Microsoft Photos, clicked on the hamburger menu on the far right, chose "advanced options" went to the Reset section and performed both the Repair and the Reset functions. After that I was then able to associate jpg and other file types to Irfanview.
Widows 11 setting default program for jpg files is not working
Just installed W11, clean install. I installed Irfanview for my image viewer and simple editing. However it will not associate jpg and png file types, although it did for many other file types. I tried installing as an Administrator. I tried setting associations from within Irfanview. I tried going to the Default Programs control panel and tried to associate jpg files with Irfanview. JPG is not listed in the file types. Nore is png. Both have been taken by Photo Viewer and nothing seems to make it give it up.
I understand that VLC video viewer is also having trouble with setting file associations.
I am using the 64 bit version of Irfanview, latest version. I am using Windows 11 Home.

Shame on Microsoft for forcing Photos on everyone and making it almost impossible to change the jpg association.

I recently setup a new W11 Pro system and I had to go look up my own solution to remember just how to do it. It worked. I'm glad that the solution I stumbled into has worked for so many people.I'm also deeply pissed that MS has never resolved this issue. It's not just Irfanview, but some other apps I understand. It maybe that Irfanview does not comply with MS methods. I blame it on MS though, for changing things, and for attempting to force their software on us. MS Photos does not do what I want.....

I don't think we can say this is a problem with Irfanview because whether or not Irfanview is installed on your PC, when you try to search for the JPG file type in Apps > Default Apps, then try to enter a file type or link type, JPG file type is not found. Windows 11 does not list JPG file type.
For this reason you can't set JPG files to be opened in the Irfanview settings menu. You can select JPG file type but it is not saved.
