When I try to install the preview of Windows 11 I always get to the green screen like BSOD with SYSTEM_THREAD_EXCEPTION_NOT_HANDLED what failed:tcpip.sys I've tried all the possible solutions: resetting network adapters; uninstalling and installing drivers; did the tcp/ip reset in command prompt "netsh int ip reset"; and even tried disabling windows security (the only antivirus installed). Any other suggestions?

Excluding regional settings, keyboard layout and location based in Portugal, I just realized that there IS something most likely we all have in common as Portuguese: the citizen card (Cartão de Cidadão) app and the related drivers!!!!
It's kind of a long shot, but does anyone else use this?

It's the only thing I could think of that would make sense in terms of all of us here being Portuguese users!

Dell XPS 15 9570 with autenticação.Gov 3.5.0 (4272) app installed on windows 10 ENG version despite PT location.
Upgraded on 5th October 2021 normally using windows update to windows 11. No troubles, crash whatsoever. Until 8 days later, again doing some windows updates the BSOD but this time black appears saying: BSOD with SYSTEM_THREAD_EXCEPTION_NOT_HANDLED what failed:tcpip.sys.
But unfortunately the BSOD was so deeply challenging, demanding and not accepting by any change any windows recovery mode neither dell OS recovery. At some point I found this thread and understood that portuguese gov app was behind all this plot. Knowing that, i knew that restore point was my salvation. And that time came after +50 failed boots, the windows recovery mode poped up, and a simple restore point was selected and back to windows 11 on its early days. Meaningless to says that gov app was uninstalled right away. Thanks for your investigation! And to thank you, I leave here my experience.
