Tcpip.sys error Windows Insider Program

When I try to install the preview of Windows 11 I always get to the green screen like BSOD with SYSTEM_THREAD_EXCEPTION_NOT_HANDLED what failed:tcpip.sys I've tried all the possible solutions: resetting network adapters; uninstalling and installing drivers; did the tcp/ip reset in command prompt "netsh int ip reset"; and even tried disabling windows security (the only antivirus installed). Any other suggestions?

Excluding regional settings, keyboard layout and location based in Portugal, I just realized that there IS something most likely we all have in common as Portuguese: the citizen card (Cartão de Cidadão) app and the related drivers!!!!

It's kind of a long shot, but does anyone else use this?

It's the only thing I could think of that would make sense in terms of all of us here being Portuguese users!

    In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

    • What is the Version and Build of Windows 10 installed on the PC? (Type winver in Windows search/Run command)
    • What is the make and model of the PCs/motherboards?
    • What is the make and model of the Processor?
    • Is TPM and Secure boot enabled in BIOS?
    • Does it meet all the specified system requirements?
    • Is there any error code after it fails to install under update history?
    • Is Windows 10 up to date with latest updates?
    • Did you run the Network troubleshooter in Settings > Windows Updates > Troubleshooter > Additional Troubleshooter?

    In order to help you more, please help us with the latest minidump file. You can locate the dump files in the location C:\Windows\MiniDump, then upload them on OneDrive and share the link with us.

    Meanwhile, let us try few methods.

    Method 1: Run Driver verifier

    Driver Verifier monitors Windows kernel-mode drivers and graphics drivers to detect illegal function calls or actions that might corrupt the system. Driver Verifier can subject Windows drivers to a variety of stresses and tests to find improper behavior. You can configure which tests to run, which allows you to put a driver through heavy stress loads or through more streamlined testing. Please refer this article: Driver verifier

    Method 2: Perform software clean boot

    If the issue persists, then try booting your PC in clean boot. Refer to the article on How to perform a clean boot in Windows


    If performing a clean boot fixes the issue then, please refer to the section How to determine what is causing the problem after you do a clean bootto check which program is causing the issue.

    **Note:**Clean Boot starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program. Also, you may not be able to use some programs in clean boot. 

    Note: Please refer the section Reset the computer to start normally after clean boot troubleshootingto boot the computer in to normal mode after troubleshooting.

    I have the exact same problem with a Surface Book 2 and on a Surface Pro 3, which installed properly but then started to Bsod with same error.
