All good mate, I've sorted it out by following microsoft upgrading procedure and reinstalling Windows 10 over keeping files and settings and it is all good to go now. I had no previous updates and the computer is only 1 month old. Automatic updates on so nothing skipped.

i had exactly same situation that you, how i resolved? uninstall Norton 360 first,(in your case Norton AV) then turn off firewall.

after this you must erase all temporal files in Windows Setting-Systems-Storage-Temporal Files, select all and erase.

after all this you don´t need to reset computer, just try again, automatically you will receive this notification.

you must install this first. (if systems starts by itself installing the windows version 21H1 you must wait for the error and try again but in this time starting with .NET Framework.

to avoid any inconvenient I recommend turn of the features of NET Framework in features of windows.

I'm tired of Microsoft and at the end of my rope. What is this fix for this??? It's been a MONTH and Microsoft just doesn't care. They couldn't care less that my laptop is bricked, and that they have no competent line of support. Once their automated troubleshooter fails, which it always does, they just redirect you to this unmoderated forum with no actual Microsoft support. There is no Microsoft support, they simply send everybody who has issues with their computer (at no fault of their own) to this dead end. I'm very angry, I just want the laptop that I spent a substantial sum of money and rely on for much of my work to FUNCTION AS INTENDED. How hard is that for these people to get fixed? Unbelievable.

If it's any consolation, BillCat1, my Dell Inspiron laptop is still attempting and failing to install the 2021-07 Cumulative Update on a daily basis. Today when my system finally was booted up I started Resource Monitor (resmon.exe) to see what was hogging so much of my resources. Resource Monitor loaded, displayed its tables and graphs, but none of the text ever appeared... so I could never tell which processes were which. But that is how badly drained the system resources are by whatever Windows Update/Windows Update Medic is doing in response to that failed update -- I guess so badly drained that ResMon.exe can't even load a font to display text.

Do you know what it's like trying to use a system that is so taxed that apps are failing to load fonts? It's really bad.

At least I'm not suffering alone, Seadave - hopefully the August update, whenever it comes out, could possibly fix our laptops. After hours upon hours of troubleshooting, trying every guide, every possible troubleshooting, it's pretty much the only hope at the moment. Has your laptop ever failed to load Windows entirely when the update tries to force it's way through? If I don't pause my updates, the update will attempt to download while my laptop is closed, in the middle of the night, and I have to then let the entire battery drain before recharging and restarting it in order for Windows to load. Otherwise, only a black screen loads after the ASUS logo appears. Weird, weird software bugs.
