Also, some network stack drivers were there. Do you have a packet capture software and which antivirus are you using?

Please update BIOS of your motherboard as a first step.

yes, verifier was enabled intentionally for the dump

antivirus is Avast (no packet capture software)

after updating the BIOS it seems to be stable

Just want to add that we've been experiencing the same exact scenario here (https.sys and VS 2019 with IIS Express) since a recent Windows Update.

Only happened once for myself but my office mate is getting the bsods much more often - multiple times a day.

Unfortunately I don't have much to offer but am only chiming in to bring awareness to the fact that it's definitely not just you.

actually the BIOS update didn't work, i'm getting the same error

i can (almost) reliably reproduce it by running VS 2019 through IIS Express and visiting a particular page/section of the app (for some reason other pages work without issue)

i tried disabling the antivirus but it made no difference
