Research: I found reports of this back to 2018. I also ran into System Restore errors which I found instances of back to 2017. The dozens of other forums usually dead-ended or resulted in a "Refresh your PC" or "Do a clean install of Windows." Unacceptable! I was about to give up until I pieced this solution together.
Solution: Force boot mode back to Normal via command prompt and restart.

For anyone having difficulty getting the cmd to run on the login screen follow this method https://youtu.be/bTAOmP7k3LQ.
It 100% worked for me. After rebooting it asked me for my password so I just used my Microsoft account password to log in. Don't know how it would work for local accounts since it still didn't allow me to enter my pin.
I was starting to give hope as well. Another method you can try is this, [Fix] Disabled all services in MSConfig (System Configuration utility) - Your Windows Guide. Using the on-screen keyboard to run cmd but not sure if this works.

I was facing a similar issue after I restarted my PC with the diagnostic startup option and then couldn't log in because the login page showed me that my PIN couldn't be found and also other sign-up options like fingerprint we're not working.
I couldn't find the utilman.exe file in the C:/Windows/System32/ folder so I had totally given up when I found this solution on stack exchange.. IT IS ABSOLUTELY HELPFUL AND FIXED MY ISSUE
here is the step by step guide:
move c:\windows\system32\utilman.exe c:\copy c:\windows\system32\cmd.exe c:\windows\system32\utilman.exeFrom there you should be able to log in with your PIN as usual. The last step is to clean-up what you did and re-enable accessibility:
