So this is the output of "tasklist"
Then this is the output after putting "dir c:/windows\softwaredistribution\download /s"
This output is really long so I proceed to this one..
Thanks again.

Hi all, really need some help here. My laptop turns on but Windows won't boot. The sequence is:
There is no "RESET MY PC" option at any point.
I have tried all of the Troubleshoot options, including:
I created a bootable USB / installation media, clicked F12, selected boot from USB....
This leads me to the same menu above (only Troubleshoot OR Turn off your PC --- no option to Reset my PC).
Any suggestions??? Diagnostics show terrible battery quality so I ordered a new one, but is the battery likely to be the full problem...?
Thank you!

Thanks for the entire output.
If you run
dir C:\Windows\SoftwareDistribution\Download /s
Does it increase from
587 File(s) 576,369,620 bytes
So that patch KB4598479 looks to be the update to fix 'Reset this PC'.
Microsoft releases KB4598479 update to fix 'Reset this PC' bug in Windows 10 (betanews.com)
It's not very big though. 14.4 Mb in size.
What speed internet do you have?
Ok. Let's check to see if your Windows got updated.
Run this command. I'll need to value.
reg query "hklm\software\microsoft\windows nt\currentversion" /v installdate
