MSN Dot Com Loading on start up

I am plagued with MSN Dot Com loading up every time i switch on my computer and reading up on it all i see is a lot of talk about:
Do you have Mozilla or firefox.
I do not know what they are?
All i know is that i have windows 10, and Google Chrome and that i have Edge but do not use edge i use Google Chrome.
I cannot find anyway of switching this page off every time i put my computer on.
It loads with MSN dot Com and asks "Do i want to accept cookies" Which i don't.
How do i stop this from loading every time i switch on my computer?

I will uninstall AVG.
Changing my password did not work with Windows Live Mail.
I fixed the Microsoft account, by typing in my pin number after it said it needs fixing last night.
After doing so it said "all accounts are working correctly"
I go to bed, wake up, put my computer on log into windows live mail and as usual it says "To protect your online ID" Message.
It all began after i updated my Microsoft account to include a mobile number.
I waited 30 days for it to be updated and this is where it all began.
The phone i have is not android, it is windows 10, i am confused as to what is going on here?

Might be more trouble than it's worth, but you can see if this is a scheduled task in Task Manager.
* Have Start/Search find Task Scheduler (app)
* Open Library (on the left)
* Expand the folders and look through each.
* If you find this task, and if you want to, you can End it (right side)
This can be undone later.

There is a lot wrong with Microsoft.
When i log into my emails via Windows live mail i get the message
"To help protect your online ID You must sign in again"
with options
OK
CANCEL
If i click on OK it comes back with the same message
"To help protect your online ID You must sign in again"
It does this over and over and over.
If i click Cancel it goes away.
If i log off my emails and log back on again i get this over and over and over.
On the Notifications tray (Far bottom right of screen, i click on the messages and get the message
"We need to fix your microsoft account (Most likely your password changed) Select here to fix it! in shared experiences!
It also says in red lettering "Some of your accounts require attention"

I click on it and put in my pin number and it says "All accounts are working correctly"
It works OK until i shutdown my computer and put it on again.
It has been doing this for months and there is nothing i can do about it.
I used the feedback to Microsoft function twice and heard nothing?
Do you know what this is.

Does signing out and in improve things?
Does Windows live mail mean the installed program that's no longer available, no longer supported? (Image below) Or the Win 10 Mail App?
Stop CCleaner from loading at startup and running in the background. CCleaner > Options > monitoring > uncheck:
* Enable system monitoring
* Enable browser monitoring
* Enable active monitoring
CCleaner is still a startup program next time you startup, disable it from Task Manager > Startup.
See if any of these problems improve with CCleaner disabled for a day or two.
