Windows Update KB4579311 causing explorer to crash repeatedly when logging in.

Hi, I've been having an issue with Windows Update KB4579311. When it gets installed it causes the Explorer to crash repeatedly until it eventually logs me in, at which point I can use it as normal. BUT, the crashing increases time it takes to log in and load everything up. It's very annoying.

What I mean by crash is that the start bar flickers on and off, over and over and over. The desktop is black the mouse curser is visible. when you press ctrl alt del that screen stops flickering, when you return back to the desktop, flicker ahoy! you can see in the task manager that the explorer is stopping and starting over and over. You cant manually end the process becuase it's starting and stopping so fast that by the time you click the end process button it's already restarted and the instance of the explorer you tried to end no longer exists.

Uninstalling KB4579311 stops the issue but when it installs it's self again the issue returns.

I'm getting tired of repeating the same steps over and over to use my computer as intended.

    Removed all my Game Pass games without disabling the storage service. Two restarts and one full shutdown later, the problem appears to be solved. 

    I've been seeing an error under the Offline Permissions in the Xbox app for months now: "Come back later. We can't confirm offline permissions right now.". I wonder if this relates to the problem in some way. 

    The games I removed were Among Us, Sea of Thieves, Fallout 76, and Gears 5. I have never installed Halo MCC on my PC.

    A clean install 2 weeks ago (without any games added) of 2H20 Windows 10 yielded the same error (details below).  Is there any other solution other than messing with Xbox and games? (which in my case doesn't apply).

    So I had the same error issues too as OP. On my end though I only had one game installed on XBGP and a lapsed subscription. I uninstalled the game and the xbox app and that seems to have fixed the flicker issue on startup. My game by the way was State of Decay 2: Juggernaut Edition.

    Has anyone tested installing Xbox app and games again as of 1/28/2021 to see if any updates have fixed it?

    Edit (Feb 3 2021): I updated to 2021-01 Feature Update (KB4598242), 2021-01 Update Preview (KB4598291), and 2021-02 Update Preview for .NET 3.5 and 4.8 (KB4598299). These were all for 20H2.

    I re-installed the Xbox app and queued for download Halo MCC, Outer Worlds, Crusader Kings 3, and a fourth game I forgot. Upon restarting, the issue re-appeared. I uninstalled the Xbox app and restarted, where the issue persisted. After disabling storage service, restarting, and re-enabling (starting and setting it to automatic) it then logging out and back in, and restarting again after leaving the computer off overnight, the issue went away.

    Edit 2 (Feb 4 2021):  After I had removed the Xbox app, games were still queued for download in the Windows Store app. Removing the queued downloads resulted in the issue once again going away (and allowing me to turn storage service back on).

    Going through all 7 pages of reading... Bottom line appears to be that Game Pass needs to be micromanaged...

    I was having an issue with an active subscription, but I did have a game that had recently left the subscription (Gris I think) and after I removed a few games I wasn't playing anymore... My issue appears to have gone away. Why things like Halo MCC are causing an issue on active subs... I cannot answer.

    Stopping the service is one option to get the machine functional again while you remove apps that are no longer available seems to be one approach...
