Windows Update KB4579311 causing explorer to crash repeatedly when logging in.

I would add that this only happens on the first login after start/restart. After about 6 minutes it proceeds to load as normal and I am able to logoff and back on any number of times without seeing this same fault. Only the first login after a reboot triggers this. Anyone else confirm this? Waiting on the fix.

When I try to uninstall KB4579311 it says it was only partially uninstalled.

Hi, I've been having an issue with Windows Update KB4579311. When it gets installed it causes the Explorer to crash repeatedly until it eventually logs me in, at which point I can use it as normal. BUT, the crashing increases time it takes to log in and load everything up. It's very annoying.

What I mean by crash is that the start bar flickers on and off, over and over and over. The desktop is black the mouse curser is visible. when you press ctrl alt del that screen stops flickering, when you return back to the desktop, flicker ahoy! you can see in the task manager that the explorer is stopping and starting over and over. You cant manually end the process becuase it's starting and stopping so fast that by the time you click the end process button it's already restarted and the instance of the explorer you tried to end no longer exists.

Uninstalling KB4579311 stops the issue but when it installs it's self again the issue returns.

I'm getting tired of repeating the same steps over and over to use my computer as intended.

I have a similar problem, but with Outlook (2013).

As soon, as I click on the mail-symbol in am Excel-sheet (to send the open excel-file via outlook), Outlook is crashing hard (without error message) and I have an entry in the error log;

This seems to be the same version of the .DLL (but outlook instead of explorer).

So... it seems something is really wrong with this version

Update: 

To deinstall KB4579311 (what set back the version to ucrtbase.dll to 10.0.19041.455) does not solve my problem with the Outlook crash.

Looks like this isn't an option for some of us. I get the message  "Security Update for Microsoft Windows (KB4579311) is required by your computer and cannot be uninstalled."
