That is the expected size of the 20H2 ISO. Your only option for DVD is use dual layer ... or use a cheap USB stick, they are much faster to install from.
As I said in my original post, those are the things I don't want and can not do.
- I don't have a flash drive big enough.
- I don't have burner and blanks with dual layer support.
- Computer has no option in BIOS to boot from USB
- Said computer's DVD drive can't read dual layer.

Try to borrow an earlier version of window10 you need (win10 64bit as an example) on a dvd
Install it as the earlier version, then do not add anything at this point (extra apps etc)
Get the Media creation Tool and start it up
Choose "upgrade this pc"
This should now download the new version and install automatically
I've had to do this a couple of times with older machines as they have had the same problems as yours and not been able to boot from flash drives, dual layer readers etc.
