tried again with Media Creation Tool on one flash drive and the .iso files on another. Still getting same result.
Windows 10 Pro 64 bit Upgrade to Version 2004
Checks system requirements. Everything is a go.
Did the download.
Got message: "We couldn't update the system reserved partition."
How do I continue?

Okay, try booting form the USB this way . . .
Insert the USB
Boot your PC up
On the HP logo screen repeatedly tap the ESC key to get the menu of options.
Select the F9 boot options menu, select the USB drive and hit the enter key.
