I found the solution to the problem. It worked for me. First you have to close Chrome. So you have to go to the desktop shortcut for the chrome and right click and go to the properties tab. In there go to the shortcut tab and in the target field after the text, put a space and put this command in: --disable-features=UseEcoQoSForBackgroundProcess Once you've done that, you can restart chrome and it will hopefully be out of efficiency mode.

I found the solution to the problem. It worked for me.
