Task manager on my windows desktop says that efficiency mode is active for several but not all sub-processes of google chrome and I believe that is the reason for the drop in performance. Propose to Uninstall the most recent one or two Windows Updates and check if this resolved your speed issue. I removed one and now performance is back to expected with Chrome. FTR I am running intel core i7 10th gen on Dell Inspirion 16 from 2022

What processors are you guys using? On my laptop (intel core i7 10th generation) I have no issue whatsoever with laggy tabs or freezing, whereas with my ryzen 5 3600, I have huge problemas, because every session I need to work on edge I've got this **** on windows 11. I have ryzen 9 5900x. For some reason however Opera is not affected by it, so for now this is my workaround.

I'm running a 12th Gen Intel(R) Core(TM) i5-12400F 2.50 GHz I went through and turned off all things that could be triggering efficiency mode on chrome last night. I also removed the most recent update and although the efficiency mode is still triggering in task manager for chrome. IT no longer seems to be grinding to a halt.

Please vote my Feedback Hub problem report so that Microsoft Engineers work on it & it reaches them.
