I do not want efficiency mode running at all for google chrome as it is the main browser I use for work and school.

Thanks! When I disabled it you could see the difference instantly finally I can surf the web without any lags!

I could solve this problem by disabling Help Improve by optimizing the content shown and brightness option in System->Display in Control panel. Attached the screenshot for reference when it was enabled.
