The problem has been fixed through reinstalling windows 11

There's no need to reinstall the whole OS.

Uninstall the enablement packages, delete registry key WindowsSelfHost, delete folder SoftwareDistribution, disable optional diagnostics and restart.

Then check for updates and/or optional updates.

    Thanks @Sibro.o!

Somehow I can't uninstall the update packages before. Maybe because I have cleaned up the update records in C. A very bad habit.

Anyone who still suffers from this annoying issue can operate according to Sibro.o's instruction.

    Hello all!

The problem has been fixed through reinstalling windows 11, a ISO file downloaded from MS.

Just like @Nero Lee 929's suggestion.

    Finally, nice!!!

I am fully compliant with requirements and still have the issues described. Microsoft could at least give us the reason.
