How to turn off Windows security asking me for a password to see my Google Chrome passwords

This is all well and good, and I thought that was my problem until I signed out of my MS account on both my PC and my chrome and I am STILL being prompted for my password/pin, and DO NOT HAVE WINDOWS HELLO turned on in Chrome!

This is my personal PC, no one else in the house to touch or access the personal pc inside my house and Windows is STILL trying to stick it's nose where it doesn't need to be.

So where is the THIRD magical, clearly mysterious and possibly invisible location of the "Turn off Windows Hell-o forever and ever" at?

go to chrome://password-manager/settings

click on settings

disable from the option (Use Windows Hello when filling passwords)

Go to chrome passwords and autofill, then Google password manager.

Click on setting and turn off "Use windows hello when filling passwords"

Mine IS off and still, it ask for sign in pw. Ugh

Mine wasn't selected either, but I just selected (turned on the push button after "Use Wndows hello when filling passwords,) and now I can get to PW without Windows Hello!
