How to resolve Win 11 won't completely shut down and won't restart?

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

    Tried this and didn't work but it gave me a clue.

    I disabled the option to speed up booting in the power options. that did the trick.
