How to resolve Win 11 won't completely shut down and won't restart?

Same Windows 11 problem...many of us have only one view on Win11 (shan´t mention it here)....apart from dreadful MS service......new Acer Aspire3 notebook with Win11 loaded has so many simple non properly working issues that the big corporation fails to address.

Time can´t be set in 24 hr mode not 12hr.

The "power off button" doesn´t turn off, it shoves unit in standby mode leaving notebook in a precarious security situation only to find the battery is flat and when it reboots with charger in, the notebook only just manages to recover; Keep tinkering with this off button doesn´t solve anything.

The system language cannot be set for another;

MS Teams doesn´t connect to user/host, and when it tries there is no speech nor mic;

If the headphone is inadvertedly pulled out, the Realtek Audio on Youtube hangs the system; (never had that error before);

All this on a new machine. Now BSOD appears. When managed to recover, the reliability monitor consistently displays "Windows not properly shut down".....How are we supposed to shut it down when the "off tab" on the RH side obviously doesn´t do it ? Never have I come across so much programming unreliability and errors for a modern design product.

Unfortunately, I consider the Aspire3 as a "poor mans notebook" but it´s the shortcomings of WIn 11 that is really the operative culprit. My previous Aspire5 which regretfully had a motherboard fault using older versions of windows was streets ahead in useability and reliability.

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?
