After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

I was having the same issue with my ROG Ally X. I tried the advice in this post, but it didn’t work for me. I tried searching the internet again tonight and came across this YouTube video. The creator has a thick accent, but the first thing said fixed my problem.
My Computer would shut down, but not stay turned off- something would wake it up and it would restart- it happened both in windows and linux:
somehow either my MBR or bios or cmos got corrupted and i finally discovered i had to take out th3 battery (desktop, not laptop) and reset the bios- not sure exactly what got corrupted- but something did-
Been struggling with the issue for days, and tried a ton of different things like that set of instructions i posted, all to no avail- I even swapped out the powersupply as i thought that was the issue, but nope, the prob was still there. (Had an old psu to,try thankfully)
The issue was that i would shut the computer down, and it would not stay shut down but reboot- had to hold down the power button till it shut down which isn’t a good way to shut down.
Anyway, resetting the bios did the trick... To do so- 1: Shut down computer by power button - make sure it stays shut down-
2: then unlpug power chord-
3: next take battery on the motherboard out for about 5 minutes or so-
4: replace battery,
5: plug power chord back in- and with any luck, it will reset whatever has gone wrong-
Exactly why I've been looking for a way to completely turnoff the "windows updates", turns out, you can't, even if it's your pc, and your private property, MS can just force you out of your own equipment and refrain you from using it, whenever they want, us customers are nothing more than "experiments", they do their real world R&D by supplying us half-baked software and updates, I've talked to the customer service numerous times, it was all a waste of my time and nothing else, they would say sugarcoated things but never did I actually feel like they have any "care".
So, yes, it's a hopeless OS, and I believe the majority using Win. OS, are using it just because they absolutely have to, and not out of fondness(like good old XP days), which is a shame.

windows 11 is not getting shutdown . After activating the shut down system exits, system does not get power off.
