How to resolve Win 11 won't completely shut down and won't restart?

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

2024-12-01T04:00:54+00:00 Exactly why I've been looking for a way to completely turnoff the "windows updates", turns out, you can't, even if it's your pc, and your private property, MS can just force you out of your own equipment and refrain you from using it, whenever they want, us customers are nothing more than "experiments", they do their real world R&D by supplying us half-baked software and updates, I've talked to the customer service numerous times, it was all a waste of my time and nothing else, they would say sugarcoated things but never did I actually feel like they have any "care".
So, yes, it's a hopeless OS, and I believe the majority using Win. OS, are using it just because they absolutely have to, and not out of fondness(like good old XP days), which is a shame.
