There seems to be a few iron clad solutions for fixing the issue of Windows 11 not shutting down by way of Desktop or sign in screen. Secondly do you use the free upgrade to Windows 11 from Windows 10 or did you buy the OEM? I have 2 Windows 10 OEM DVDs because I have 2 Asus MB Desktop PC Builds.
How to resolve Win 11 won't completely shut down and won't restart?
After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

I've had the same problem for months. Have to hold down the power button to make the computer shutdown on its own.
The fix is a surprising one...
Device Manager -> Universal Serial Bus Controllers
Go down the list and any of them that has a "Power Management" tab, uncheck "Allow the computer to turn off this device to save power".
At least this worked for me. Apparently its the USB controllers preventing the proper shutdown for some reason.
