How to resolve Win 11 won't completely shut down and won't restart?

This is where I have arrived at after many hours of trying loads of fixes. My Lenovo Carbon X1 C6 died after it did both win 10 and Lenovo updates on the same day. The only way I could get it to function at all was via a clean install of Win 11 Pro from a bootable USB. It works, after a fashion, and both Windows and Lenovo updates say it is up to date as I have run all the updates and troubleshooters that work. However, the following still don't work.

1. Shutdown by any software means does not shut it down. The power button light stays on, and the laptop battery drains in the background, if no power lead is attached.
2. Similarly Restart does not restart it. It tries to, and then hangs at the pont where the tiny horizontal cursor flashes top left of a black screen. It never gets to Windows. CTRl ALT Del works at this point, but any restart gets back to here.
3. Long press on the power button does not turn the power off. Not 10, 150, 30, 60, 120 seconds, with power connected or not. The power stays on.
4. Consequently the only ways I can physically turn it off are a) Remove the case and disconnect the battery, or, b) use the pinhole reset button on the back of the machine. I have used b) so often, that I've had to make a paperclip pin switch pusher, now semi-permanently fixed to the back of the laptop with masking tape, to act as an easy switch.
5. The USB wireless mouse has a mind of its own, with the pointer moving and self-clicking randomly shortly after Windows 11 starts up. This behaviour actually disappears after 3 or 4 restarts.

Back to the plot. When I try to uncheck the "Allow the computer to turn off this device to save power" for any of the listed items that have this option, the laptop hangs. Nothing works. The only recourse I have is to remove the power and then b) which, so far, always restarts Windows.

I've just made a Linux Mint USB with persistence, and a Win 11 USB, both bootable, so I can always get the laptop to function, but there are still these frustrating seemingly USB related issues which I can't fix. Any advice most gratefully received.

YES! It was driving me crazy - this fixed it. Thank you!

This is mostly caused by the system not going into hibernation correctly, thus leaving the only option to hard power down using hold the power button until it turns off. You will also get a startup error the next time you turn on and the option to restart which will start the system as normal.

The option of disabling the power management on the Universal Serial Bus Controllers will work most of the time, but if you stop the system from hibernation it should solve the problem all the time.

MS introduced fast start which creates a file that is use to speed up the booting of your computer, put you back to your last state, this file is cleared if you restart the computer.

The error here is writing that file on shutdown.

If you edit the registry and turn off hibernation the system should work as expected with shutdown.

Run regedit with elevated permissions

go to

Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power

and change the value HibernateEnabledDefault to 0

restart the machine and then shutdown should work.

Downside is your computer might take a little longer to boot.

Upside, shutdown works and you always get a clean boot.

For me the .NET Framework 3.5 put my laptop into the not turning off or restarting state. As I read the faulty install preventing the Windows to do a complete restart cycle.

This happened when I intalled GTA5 and the Rockstar games launcher automatically installed the .NET FM 3.5.

It was difficult to find out why the thing is happening. Because I had GTA5 installed before and did not have any issues before.

I used the System Restore Function to roll back my windows install.

Because uninstalling the .NET 3.5 did not solve the issue. (removing from the Windows Features)

Whenever I downloaded the 3.5Mb web installer and when I downloaded the 230Mb full intaller and installed the .Net Framework. I just got to the same issue.

I solved it by installing the .NET framework throught the Windows Features option.

I hope I could help someone out.

I tried the sfc /scannow (no errors) and the DISM as well, freezing at 63.5%.
