How to resolve Win 11 won't completely shut down and won't restart?

You rock! Thank you for all y'all's help but yeah this last one with going into the registry amazing. I wish I would have known that a while ago, learn something new everyday.

Here are some things you can try.

Windows has a feature that allows users to scan for corruptions in Windows system files and restore corrupted files. I have enclosed the directions below. You can cut and paste the code.

1. Type CDM in the search box. Do not hit enter.
2. select Run as Administrator then hit enter.
3. Then type without the quotes. "DISM.exe /Online /Cleanup-image /Restorehealth" and hit enter.

On the same page run these two scans below separately.

sfc /scannow
DISM /Online /Cleanup-Image /StartComponentCleanup

You maybe having a problem with your graphic card drivers being out of date.

You will want to make sure your computer is currently up to date.

This can be done by typing update in the search on the taskbar and opening the page.

Update the computer. Click on additional or advanced options on the same page and update if necessary.

Uninstall and reinstall the Graphic drivers

Please type Device Manager in the search and open the page.
Click on Display Adapters. You should now see the Drivers.
You will want to right-click on the Display driver and uninstall it. not the NVIDIA Drivers if equipped on your computer).
Then restart the computer. Windows will reinstall the driver and many times fix the problem.

You will want to go to the NVIDIA website and download the most recent drivers.

Sometimes the Windows Graphic will take over the Display drivers. Here is something you can try.

1, Please check with the maker of your computer such as Dell, Lenovo, HP, etc. to see if they have a bios update.

2. Lower any overclocking.
3. Disable and Enable the Driver.

Click on the Window Key and S key at the same time.
Type Device Manager and hit enter.
Click Display Adapters.
Right-click on the Nvidia graphics driver and select Disable device.
Restart the computer.

Go to the Device Manager again and click Display Adapters.
Right-click on the Nvidia graphics card, and select Properties.
Click on the Driver tab and select Enable.
Restart the computer.
See if this fixed the problem.

4, Update the NVIDIA drivers using the NVIDIA updater. Be sure to run as administrator.

If you continue to have a problem, go to the maker of your computer such as Dell, HP, etc. It is their responsibility to make sure your computer has the proper drivers so their computer will work with Windows. You will want to download the most current Display Adapter drivers. Their support can assist you if you have a problem.

Well, this saved my day, no week most likely!

Next time I am in Cindy's town, a dinner at the best local restaurant is on me !!!! No joke! (and at the same time don't misunderstand my way of saying THANK YOU, it worked !!!!)

If you by any chance have an MSI motherboard like me, and you have "Resume by USB device" Enabled in your BIOS
(which you should, if you want to be able to wake up from sleep state with your mouse/keyboard) it enables usb to wake up the system from s3, s4 and s5 sleep states.

This means, you will power up your pc again with mouse/keyboard movement from shutdown states as well.

So this has nothing to do with Windows.
The fix is to go in your bios:
SETTINGS \ Advanced \ Power Management Setup \ ErP Ready" = "Enabled"
(keep "Resume by USB device" Enabled as well)
After that, you will be able to wake up from sleep state in W11, and wont wake up the pc after shutdown

After an extensive search and many non-working solutions...

I've had the same problem for months. Have to hold down the power button to make the computer shutdown on its own.

The fix is a surprising one...

Device Manager -> Universal Serial Bus Controllers

Go down the list and any of them that has a "Power Management" tab, uncheck "Allow the computer to turn off this device to save power".

At least this worked for me. Apparently its the USB controllers preventing the proper shutdown for some reason.

I have had an issue with Windows 11 intermittently getting stuck on the shut down screen. I've also had an intermittent problem where hot plugged USB devices are not recognised until I reboot. Reading your post, it seems that these two issues may be linked. I have gone into device manager and unchecked the option to allow the computer to turn off the device. Haven't had the problem since, early days, but this is the most encouraging advice I have found so far.

Unfortunately, your suggestion doesn't help. Simply put, I cannot turn off the computer with the on/off button. Once, I could not start the machine even after replugging it. I've got various suggestions, mostly about updating the BIOS. However, I suspect the problem has nothing to do with the BIOS version because it has shown up after one of the frequent Windows updates.
