How to resolve Win 11 won't completely shut down and won't restart?

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely shut down and will not restart. It closes all apps and video but the lights and fan continue to run and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and get it corrected?

    Sorry, but this (and five other hacks) did not work for me. Latest update of Win11 installed on NUC and it just will not shut down unless you press the power button on the unit for at least 20 seconds.

    I'm so jealous of those for whom it worked. Help!

    Update: I fixed it via the power settings in the BIOS.

    Thanks so much! It was the USB 3.0 controllers. Disabled said option and all is well again.
