I have the same problem which only began recently.
I disabled all of the iCloud apps I located in the Startup. Did not stop the popups.
I then opened Task Manager -- Processes -- Background Processes and disabled everything related to iCloud and that DID work. Temporarily. It worked for a few days.
Then the pop-ups started again but with even more frequency -- as in every few seconds. Impossible to get any work done. Again. I disabled the iCloud apps in the Background Processes, and it did stop the popups. Annoying but at least it helps. Would really like a more permanent solution.
I've thought about deleting the iCloud apps, but I have an iPhone and all my photos and videos are automatically uploaded to my iCloud account. It keeps saying that if I delete the app all my content will be permanently deleted so that does not seem to be a reasonable solution either.

Looks like you're getting a popped up of iCloud on your startup.
This usually occurs when it's enabled on Startup Settings.
To disable it, please follow the steps below:
Press right click the Start Menu and choose Task Manager, then select the Startup tab and right-click iCloud and select Disable.
Restart your device and it should not popped up on your startup.
