Windows 11 is limiting my internet speeds

If you've already tested your internet speeds using Speedtest.net and confirmed that the issue is not with your ISP or the fiber network, there are a few other things you can try to improve your upload speeds.

I tried all 6 suggestions without resolution. Although I could not complete option 6. I could get into safe mode. But not safe mode with networking.

A few months ago I changed the motherboard and CPU using an existing case. ASRock. I have tried contacting them but no response.

Interestingly, we have yet another PC in the household. It also gives fast down and slow up. Does better with WiFi than ethernet, although it does have a Gigabit network card.

I feel there are (many) other things I don't know.

I had a similar issue with an Alienware computer and it ended up being the Killer Network Software which is some sort of network optimizer. When I killed that service my speeds went back to normal. I am not sure if this will help either, as I see this thread has been through some stuff.

OK, I was banging my head against the wall trying to figure this issue out for days. None of the other suggestions made any difference. Whats worse is only 1 Windows 11 device on my network had the issue and if I took that device to another network, it ran just fine. Turns out my auto tuning level was disabled and setting it to normal, as suggested, resolved the issue immediately. No reconnects or reboots required.
