I have a USA PST region on WIn 10 PC and can not search the store for Alexa App either. I used the link you provided and that gets me to an Alexa, App icon and screenshots but it does offer any way to DLoad it.

I got Alexa on my old laptop with the help of a Microsoft tech who I believe used the files on this page to load it. I'm not sure exactly what he did, but I couldn't replicate it on my new laptop. Today I changed ISPs and was having trouble connecting Alexa to the new provider. Amazon help pulled up a webpage that appears to be an online Alexa app, but it didn't work! Neither the Microsoft Tech, nor the Amazon tech I dealt with today seemed aware that the suits pulled the app some time ago. I finally figured out how to get Alexa to connect with my new ISP. I had not disconnected the old provider's router and modem when my new equipment arrived nor when I tried to set it up today. The tech was as confused as me at first and said he would send the support request to engineering. In the interim, I decided to disconnect my old equipment to see if that would help and everything worked as it should, but nowhere in the instructions did it say to disconnect from the old provider, nor did the tech ask about that. Since my phone and laptop are able to show multiple connections available, the thought didn't occur to me that Alexa was unable to. These companies really need to do a better job of keeping everyone on the same page.

Confirmed that this worked for me. Thanks for the solution. Microsoft really needs to fix this, idiotic to have to do it this way.
