Cannot turn it off. I can move it around but that's it. It overlays over anything on the screen.

I encountered the same problem before. Your question prompted me to revisit the issue, and upon investigation, I discovered that it wasn't caused by any software on my PC. Rather, it was a feature within the screen itself called Game Plus mode. Toggling it off resolved the issue.

it is only 2/3 clicks to resolve. Try posting monitor details and OS for people to help. My monitor is a AGON Pro and red hairline (monitor) settings are all controlled by a wired 'puck' device and my monitor answer is within this.
Use Ctrl+r and Run , msconfig .
Disable everything that runs at startup that isn't essential. Then restart.
