This is most likely the "Screen Assistance" feature, typically on gaming monitors. Use the button on the bottom/back of your monitor to bring up the menu, look for the Screen Assistance mode, set to "None", viola.
There is a red target like a scope crosshair in the middle of my screen.

Cannot turn it off. I can move it around but that's it. It overlays over anything on the screen.

Disable everything that runs at startup that isn't essential. Then restart.

2024-04-29T05:49:23+00:00 it is only 2/3 clicks to resolve. Try posting monitor details and OS for people to help. My monitor is a AGON Pro and red hairline (monitor) settings are all controlled by a wired 'puck' device and my monitor answer is within this.
