There are many possible causes for a read-only condition and, therefore, many possible solutions. Various causes and solutions have been mentioned here (and in other threads about read-only issues) by myself and others. Here is a summary of possible causes and solutions:
- Windows Defender Controlled Folder Access (CFA), aka ransomware protection, can prevent a legitimate app from being able to make changes within folders protected by CFA. If that feature is enabled, disable it and see if that fixes the issue.
- Third party AV software, with possibly overzealous protection settings (e.g. something similar to Windows Defender CFA), could be causing the read-only condition. Test with the third-party AV software disabled or removed.
- OneDrive synchronization can lock out files and cause a read-only condition. Try disabling OneDrive and/or test with a new local account instead of a Microsoft account (since OneDrive will not be active by default for a local account) and see if that helps.
- Other cloud storage software, such as Google Drive, can lead to read-only conditions (as you mentioned). Disable or remove the cloud storage software to see if that's the cause.
- Incorrectly set, or corrupted, NTFS permissions can cause a read-only situation. Try a different folder and/or reset the owner and/or permissions of the folder in question.
- If some process (or some person) has set all files within the problem folder to read-only (highly unlikely) then use the control, in folder properties, labelled "Read-only (only applies to files in folder)" to set all files within the folder to be not read-only and test again. Note that this control has nothing to do with whether a folder itself is read-only.

- If the read-only condition is specific to a network share at work, then speak to your system administrator / IT department. If it's a home network share issue, then post a question providing the details, as there will likely be a lot of back and forth trial and error testing to isolate the issue.
