My camera works when I use it in its app but says camera won't open for facial recognition log in. What are the steps to remedy this issue?

Just recently bought a brand new laptop only to find my webcam not working. All of the screen is black apart from a small border at the top. And although I can see out of it, it looks to be very glitchy. I have not used this camera before and has only just encountered this. If you could, please help. Thanks
