But what do you do when "Maximize" is not an option? The program I'm using is Secure Eraser, which recently has gone off screen. This is applicable for any program I suppose.
I think this was mentioned also in the thread somewhere. If not this thread, it's an FAQ from older versions of windows.

I think the question is more pertaining to the absence of said features. Having read the thread in its entirety, it turns out to be useless. I think that is the point. I posted in regards to this.
