Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    Well done, that whole drive should now be marked as 'Unallocated Space', select that and click 'Next' to begin the installation.

    I can't convert it to gpt, then I get this error. Just when I had removed all the partitions (they are back now no idea how), I could not click next. I then had the same error code as previously named (0x80300024)

    That s okay, it means the drive is already GPT formatted, can you now select the Unallocated Space and click Next to install Windows?

    If not, disconnect all other internal and external drives from you PC leaving only the target drive and the USB and try again.

    Please disconnect all the other drives from your PC and try installing Windows again
