Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    If you have created a USB with the Media Creation Tool then your BIOS must be in UEFI Mode with Secure Boot disabled.

    Please do that, then boot up your PC from the USB, what happens?

    Secure boot is disabled. If I press on UEFI: Intenso I get this error message everytime.

    Then I end up in the Windows Installer, so that's good. Everything then goes smoothly until I end up here. Then I get this error message, I've already looked up how to fix this message and that is so by booting into UEFI but I can't do that. Maybe you have another solution to this problem?
