Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    Open Command Prompt

    Type notepad.exe and press Enter.

    Does notepad open?

    If it does, select File - Open

    Using the Open File Dialog like a small File Explorer, can you see your personal files on the C drive?

    If you cannot get into the recovery environment on the PC and no options in the recovery environment on the USB are working for you, then really there is no other option but to clean install Windows from the USB, do you have a safe backup of all your personal files?

    Sorry I don't quite understand what you meant, the USB does get recognized and with this I go into a recovery mode with fewer options. But here I can't do much in it.
