Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    No I cant open 2 tabs at the same time. I also cant move stuff.

    Can you drag the files/folders onto the USB?

    But I can’t copy anything, is there a way to copy the files? I am now right clicking on the folders but I dont see anything with copy.

    The only thing you can do is, connect another USB and then use that file- open dialog in Notepad like a small File Explorer to copy out your personal files onto the USB so you have a safe copy of your files, then clean install Windows from the USB.

    To give some more context about the error message I get when I type in bcdedit. This is what it says:

    The boot configuration data store could not be opened.

    Cannot find the requested system device.
