Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    To clean install Windows, you need to delete the boot partition, the C drive partition and the Recovery partition

    They will merge into one Unallocated Space, select that and click 'Next' to begin the installation.

    Yes I did, do you mean I have to delete all the partitions except for the drive I want to install Windows on?

    Sorry, I was offline.

    When you begin the installation, did you select 'Custom: Install Windows Only', then on the next window delete the partitions from your drive and then begin the installation?

    I am trying for 3 hours straight to reinstall Windows but it doens't work... I can't boot my system into UEFI mode.

    I am getting this error over and over again: File: \EFI\Microsoft\Boot\BCD" Error code: 0xc000000f
