Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    If you can get into the Recovery Environment, have you checked if you have a restore point you can go back to?

    No I can't get into the PC, I'm already in safe mode but I can't get out of that. I have indeed tried the bcdedit commands but then I get the error message: The specified is not valid

    Hi Nick,

    I am Dave, I will help you with this.

    If you are booting form the USB, can you select 'Repair this Computer' to get into the Recovery Environment on the USB and from there, boot into Safe Mode and undo the changes you made in MSconfig?

    If not, are these the commands you are trying to run form Command Prompt?

    bcdedit /deletevalue {current} safeboot

    bcdedit /deletevalue {default} safeboot
