Stuck in safe mode, Windows won't boot, not able to get into Automatic repair

I have been experiencing several bugs on my PC for 2 weeks now, apparently this was due to a corrupted user. I wanted to transfer the files to a new user and I had to go into safe mode to do so. Via msconfig I went into safe mode, I restart my pc and every time after my motherboard screen I see a small circle with dots spinning around, nothing else happens.

I have tried everything but nothing works. I also can't get into the automatic repair screen by shutting down the pc 3 times. I have also pulled the cable out 3 times but this does not work either. Also I have spammed F11, F1, F2 and F8 but this also does not work to get into automatic repair. I have also tried to boot via USB but when I enter the commands in CMD the PC does not recognize it because it boots via USB.

Now I really don't know what I can try to get out of safe mode, does anyone have a solution?

    Wait I tried something else and it worked, I deleted every partition of drive 0

    Use this method to wipe the partitions from that drive, be very careful not to touch the other drives

    At the very start of the Installation Process, press Shift + F10, or Shift + Fn + F10 to open Command Prompt

    Run this command and hit Enter:

    diskpart

    Run this command and hit Enter:

    list disk

    (Make note of the disk number you want to wipe and enter it into the next command - replace X)

    Run this command and hit Enter:

    select disk X

    Run this command and hit Enter:

    clean

    Run this command and hit Enter:

    convert gpt

    Then close Command Prompt

    Yes thats correct. I wanted to send a video but unfortunately I can't. Nothing happens when I click Delete.... I tried this tutorial but unfortunately it doesn't work for me. https://www.youtube.com/watch?v=JqqVIMZ9s8I - I have the same problem as him in the beginning. The list refreshes but nothing happens.

    Those images indicate Windows was originally installed on Disk 0 is that correct?

    If so, then you need to delete all 5 partitions on Disk 0 to install Windows, those partitions will merge into one unallocated space, select that and click next to begin the installation.

    Do not touch the partitions on the other drives.
