I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.

I got stuck after the Now change the View by to Large Icons & open Keyboard part because it only opened up Keyboard Properties, and from my knowledge i didn't see a way to get to key settings.

Has anyone had luck specifically on a Lenovo ThinkPad P14s Gen 2 with Windows 10?

Seems for Lenovo devices it's not controlled through it's System Updater Program or either of the Lenovo Vantage Programs.

In addition similar to the Dells and Acers as mentioned previously,

There isn't a setting within the Control Panel>Keyboard settings as their isn't a key tab.

However would it be any of the following services?

    Lenovo Hotkey Client Loader
    Lenovo Intelligent Thermal Solution Service
    Lenovo Platform Service
    Lenovo PM Service
    Lenovo Smart Standby
    Lenovo VantageService
