I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.
My name is Anton
I had this problem I searched everywhere to find a solution
then finally I opened task manager (ctrl + shift + esc)
and I saw a background app named apphelpcaps or apphelpercaps I rightclicked and disabled it and it solved my problem
So i have a Victus laptop (just a hp laptop for gaming) and either force stop or completely uninstall HP system utility (or something like that) and it should make the notification not happen, don't worry, deleting it or force stopping it wont have any repercussions as i have tested this, and it does not seem to affect anything
Have you been able to find it yet? I've been looking for it too but I seem to share the same problem as you.
