I had the same thing happening on my Dell laptop. I had to go to Computer Management -> Services -> Dell Peripheral Manager and stop the service. That immediately stopped the annoying notifications. I set that service to start manually instead of automatic. I hope this helps someone.
Only three options in the Keyboard Properties box, having only to do with Character repeat and Cursor blink rate. I had this notification off once, from the Ease of Access page, but the option isn't there anymore. Also used to have two popups, but I was able to turn off the one Lenovo put there. I can't imagine why Microsoft would insist I need this; there's already a light on the CapsLk key that I can see very well.
For the older layperson, type Dell Peripheral Manager in the search bar, then click on the settings cog wheel. This will bring you to Settings with On Screen Notifications, then uncheck Enable lock key notifications.
I tried this plus all the other suggestions, but nothing worked for me. It turns out the solution was found in the installed programs from my laptop's manufacturer. I have an LG Gram laptop running Windows 11 Home, and I couldn't stand the annoying Caps Lock notification popping up in the middle of the screen. Here are the steps I took to disable it:
appwiz.cpl, and press Enter to open Programs and Features.Hopefully, this helps! I was losing my mind trying to find a solution.
