This happened again. This time I did NOTHING OTHER THAN shut down and then start, and it worked. So, at least in my case, I'm not sure anything else was ever required. But to be clear: MERELY pressing restart didn't lead to a solution; I shut down, waited probably less than a minute, and started up.
