Ahh, thank you so much! I see updates that were blocked for some reason. Hopefully this solves the problem for me, too – it's been driving me crazy for hours! And the chat agents don't seem to know anything about it. (One of them has been trying to gaslight me into believing that this just isn't a Windows feature.)
Can't un-combine taskbar items in Windows 11 after latest update
My system just did the lastest windows 11 update and all my tasbar items have been combined. When I go into taskbar behaviours to uncheck the option, the option does not exist? I tried searching settings and nothing appears. What can I do?

Un-combine/No Label
Combine/No Label.
Many of us do NOT want to uncombine because we are forced into labels we do not want to see at all. Combine or Uncombine should not even be tied to Label in the first place, both options should have their respective "tick".
Also, different colors for the same app (uncombined) would be really nice to differentiate them.

User Configuration > Administrative Templates > Start Menu and Taskbarselect "Prevent grouping of taskbar items"
If you set enable, un group icons on taskbar.
This action need restart PC or kill/start explorer.exe
